Highlights from the report:
- The global report “Public financing of R&D&i: General State Budgets (PG46) and European Funds” reveals important cracks in the science financing system in Spain
- 40% of the total resources budgeted in the General State Budgets for R&D&I this year come from European funds. In total, 5,418 million euros.
- Inflation in Spain in 2022 reduces available funds. In the case of non-financial national funds (subsidies), the budget is at risk of being even lower than that of 2021
- The concentration of national funds, almost entirely (95.80%) in only 3 Ministries, collides with the European objective of transforming the country's reality in a global way. Science in Spain is still not the center of policies.
- The report warns of the low number of financed projects that include R+D+i in the less developed Spanish regions
- Spanish companies maintain a low participation in public-private collaboration that needs to be encouraged (only 5% of the funds analyzed that have private companies as beneficiaries have public collaboration)
The report “Public financing of R&D&i: General State Budgets (PG46) and European Funds” has been prepared for COSCE by José de Nó, José Molero and Ana Fernández-Zubieta with the collaboration of Ismael Serranía (GRINEI)
